Would you vote for a ghost? Should they have rights? Is this Jason Bourne's great grandfather?

1874 – is when this story first seems to have been published. Now I have found two versions in my research one published by Edward Page Mitchell and another by Dorothy Scarborough. 

Both Authors wrote collections of horror and ghost stories, so we'll give them both credit.
